MINUTES
SPECIAL MEETING
June 9, 2006, 12:00 P.M.
31 PECKS LANE
Newtown, CT

PRESENT: HOVIOUS, BARKMAN, CRAMER, LURIE AND FERGUSON (came in late and left at 12:40P.M.
NOT PRESENT: WILSON
ALSO PRESENT: THE TOWN CLERK, CINDY SIMON


Election of officers
Barkan nominated Hovious as Chair, second by Cramer; carried 4-0.

Cramer Nominated Barkman as Vise-Chair, second by Lurie; carried 5-0.

Barkman nominated Ferguson as secretary, second by Cramer; carried 5-0
        
Approval of meeting schedule June 2006 to January 2007
The Conservation Official said that other groups in town met on Tuesday evenings and it would be a challenge to find the space those nights. He said that there was the possibility of subcommittees to report back to the commission, he said committees would have only three members, four members would constitute a quorum.

Some of the Commissioners had comments about some of the new issues that the new commission would have to deal with; it would be easier to meet 2-times a month until they become familiar with the new facts.

Cramer said that it would be better not to have a lot of time in between meetings, there was some discussion about the workload, Sibley said that it would be up to the Commission to prioritize according to the new responsibilities.

Cramer moved for the Conservation Commission to meet 2nd Tuesday and 3rd Thursday of every month; motion was second and unanimously carried.

Barkman moved for the Conservation Commission meetings to be at 6:00 p.m. on the above set dates; motion was second and unanimously carried.
        
Barkman moved for the Conservation Commission meetings to be at Kendro Building, 31 Pecks Lane on the above dates and times, motion was second and unanimously carried. The Commission unanimously agreed to meet on the 2nd and 4th Tuesday of every month if a meeting room was available, the staff would look for a meeting room available those evenings.

Break at 12:25 back at 12:30 p.m.

The next special meeting was set by chairman Hivious for May 23, 2006 6 p.m. at Kendro Building, 31 Pecks Lane.

Reviewing mandatory referrals by Planning & Zoning Commission

Hanover Heights
William O’Neil, P&Z Chairman sent an email to Hovious, and said that there were concerns about the Open Space. The Inland wetlands Commission asked for a conservation easement, and P&Z would negotiate some fee in lieu of open space.
 
Hovious said that a new letter needed to be sent to P&Z.

Barkman made a motion to accept the open space as shown on the map named “overall site plan, prepared for Hanover Heights, Hanover Road, Newtown, Connecticut, dated November 14, 2003, last revised March 14, 2006, sheet 2” second by Mark; carried 6-0.

Maritza Izquierdo, there were two maps and it was not clear which map showed the open space they were proposing for the subdivision.

Barkman moved to meet at an earlier time at the next meeting to enter executive session, motion failed for lack of second.

Discussion about requirements for executive sessions, special meetings & emergency meetings. The Conservation Official said that he would be giving a presentation at the next meeting, to discuss the responsibilities of the new commission.

Wright made a motion to adjourn at 1:35 p.m., second by Barkman; carried 5-0.
